y=mx+b
m=slope
y=4x-3
slope is 4
4 times what=-1
what=-1/4

the equation of a line that passe through (x1,y1) and has a slope of m is
y-y1=m(x-x1)
given
(8,11) and m=-1/4
y-8=-1/4(x-11)
y-8=-1/4x+11/4
y=-1/4x+43/4
x+4y=43
